What Technical Assistance (TA) Does CMMP Offer? 

CMMP offers three TA tiers: Universal TA (Basic), Customized TA (Moderate) and State TA Cohort (STAC) (Intensive). Leveraging the expertise of the full team, CMMP supports states around: 

• Developing and strengthening IAAs
• Financing and funding strategies
• Family and community engagement
• Workforce development
• Policy alignment

Supporting Medicaid, CHIP, and Title V partnerships to improve maternal and child health outcomes

TA is led by Altarum in partnership with the Center for Health Care Strategies (CHCS), Family Voices, and the Association for Maternal and Child Health Programs (AMCHP), with support from subject matter experts and community partners as needed.

A tiered approach—meeting states where they are.

Tier 1: Universal TA

The CMMP provides universal TA through a central portal offering tools and resources, a peer-to-peer discussion board  for cross-state learning, and a repository of toolkits to address common challenges in financing, IAAs, family engagement, and more.

Tier 2: Customized TA

CMMP offers customized TA for states with unique challenges or specific questions. Our team will review each request and develop a plan in partnership with the state to ensure support is effectively delivered. Ready to get started? Submit a request for TA using the link below. 

Tier 3: STAC

The STAC offers states and territories an opportunity to participate in a year-long, in-depth TA cohort. Participating states and territories receive focused support from the CMMP team on their own, individually directed CMMP Action Plan. Each plan is aligned with the goals of CMMP but developed around state- and territory-specific priorities for their maternal and child health (MCH) programs. The cohort includes peer-to-peer learning and tailored guidance on funding and financing strategies, strengthening of interagency agreements (IAAs) to support collaboration, enhancement of family engagement in program efforts, and other priority issues. Cohorts meet monthly through a mix of full-group sessions, office hours, and 1:1 check-ins. 

Cohort 1 Highlights

Cohort 1 launched in June 2025 and includes seven states and territories working collaboratively with CMMP experts and partners. American Samoa, Indiana, Iowa, Louisiana, New Mexico, Utah and Washington are actively working with CMMP to achieve key milestones such as: 

• Development of CMMP Action Plans to guide action across the year

• Family engagement activities and opportunities

• Formation and strengthening of state workgroups

• Peer-to-peer learning opportunities to share best practices

• Monthly TA check-ins and office hours with CMMP experts

Cohort 2 Highlights

Cohort 2 launched in April 2026 and includes seven states and territories working collaboratively with CMMP experts and partners. Kansas, the Commonwealth of the Northern Mariana Islands (CNMI), Indiana, Washington, Illinois, and Nevada are actively working with CMMP to achieve shared key priorities such as: 

• Building sustainable interagency relationships and enhanced interagency agreements
• Strengthening coordination and communication between Title V and Medicaid to improve access to shared data
• Improving access to services and increasing provider capacity
• Implementing innovative payment models and enhancing covered benefits
• Developing formal family engagement plans across agencies
