The Center for Maternal and Child Health Medicaid Partnerships (CMMP) brings state Medicaid, Children’s Health Insurance Program (CHIP), and Title V programs together to advance maternal and child health (MCH).

The CMMP provides training and technical assistance (TA), including tailored support that encourages coordination across these programs, and:

• Improves interagency agreements (IAAs)
• Advances innovative financing strategies
• Builds knowledge and shared priorities across MCH programs.

The CMMP team of experts leads an annual State TA Cohort to help states improve MCH outcomes by increasing coordination across their programs to address a specific challenge identified by the state team.

Additionally, the CMMP populates a CMMP Resource Library with TA resources all states can use to learn about and implement best practices and strategies for cross-program MCH collaboration.

Who is the CMMP team?

The CMMP is led by Altarum in partnership with:

• Center for Health Care Strategies (CHCS)
• Family Voices
• Association for Maternal and Child Health Programs (AMCHP)

A Technical Expert Panel (TEP) guides the CMMP and is comprised of experts who will help guide our work during the 5-year project:

• Communities impacted by programs
• MCH-focused organizations
• Former and current state Medicaid, CHIP, and Title V leaders
• Managed Care Organizations (MCOs)

Technical Assistance

What TA does CMMP offer?

CMMP offers TA that covers many topic areas. It focuses on strategies and resources that support collaboration, communication, and information-sharing across Medicaid, CHIP, and Title V agencies.

Here are 3 components of CMMP tailored TA support:

CMMP can help develop and strengthen IAAs between state Medicaid and Title V programs

• Update IAA processes and policies by improving structure and language to make them action-oriented and sustainable.
• Provide best practices on relationship-building across agencies to promote shared accountability over time.
• Share resources, such as IAA guides and templates, to provide scaffolding for IAA creation.

CMMP can help advance innovative financing strategies that improve access to care for MCH populations

• Maximize state Medicaid and CHIP funding while leveraging the flexibility and innovation of Title V funding to develop opportunities to increase or maintain access to care – particularly for vulnerable communities.
• Conduct fiscal mapping to understand existing MCH activities and related resource allocations within agencies.
• Leverage alternative payment models such as Transforming Maternal Health (TMaH). Provide consulting on how to braid existing funding streams to fund critical gaps.

CMMP can help build knowledge and shared priorities among state Medicaid, CHIP, and Title V programs

• Provide opportunities for states to participate in peer-to-peer learning to help share emerging practices other states are taking
• TA resources focused on financing and funding, IAA topics, family engagement, engagement of communities impacted by programs, and other topics identified throughout this project will be available to all states
• CMMP web-based portal connects all states to TA resources to support their efforts and provides a platform for states to ask questions of their peers through a Discussion Board

What is the State TA Cohort?

• Led by our CMMP team of experts
• Five cohorts lasting 12 months each
• Comprised of 7 states
• Supports states in achieving goals related to improving MCH outcomes through increased coordination across their programs
• Provides states with hands-on TA that targets:
  • Individual and shared goals and priorities
  • Strategies for community and family engagement
  • Financing opportunities
  • IAAs
• Establishes state workgroups to strengthen program relationships
• Creates individual state action plans to drive progress
